Utilizing the Special Mechanism at ICD My Dinh

(Enternews.vn) – After 1 year of moving the import procedures from Hai Phong to ICD My Dinh, ICD My Dinh has become a reliable address for the businesses in Hanoi, bringing considerable economic and social benefits to Hanoi.
Import and Export activities at ICD My Dinh (Hanoi)
Mr. Phung Tien Toan – Chairman of the International Investment Trade and Service Company (Interserco) said that in 2001, Hanoi People’s Committee had issued Decision No. 5542/QĐ-UB, appointing Interserco as the investor for the Inland Container Depot My Dinh Project in My Dinh ward, Nam Tu Liem district with a total area of 55.250 m2. After 3 years of implementation, in October 2004, the first phase of the project has been completed and put in use.
Mr. Toan said that ICD My Dinh is gradually being expanded, completing professional logistics services to support manufacturing, import, export activities through various means of transport such as: land, sea and air. Moreover, Interserco has been cooperating with Vietnam Airlines to establish ALS warehouse services company to provide specialized cargo services by air via Noi Bai International Airport, and cooperating with logistics company such as TNT and DHL to provide express mail services meeting international standards as well as the customers’ demands.

Aiming to create favorable conditions for import and export companies and adding revenues for Hanoi, the Prime Minister has issued Document No. 789/TTg – KHTH dated 26/05/2014 on the experimental change of port for consumer goods to ICD My Dinh and Official Letter No. 8669/BTC-TCHQ issued by the Ministry of Finance dated 27/06/2014 on the application of special mechanism for ICD My Dinh. The decision of the Prime Minister is very meaningful for the Capital as well as the business community, and has effectively supported the production and import-export businesses. The amount of goods to do custom clearance at ICD My Dinh increases significantly, creating jobs and adding revenues for the state budget and for Hanoi, together with North Hanoi Customs Department the Hanoi Customs exceed the revenue targets of 2014.
Furthermore, Interserco will continue to invest and expand ICD My Dinh at ring road 4 in Hanoi. Interserco also plans to establish a logistics center in the route from Nhat Tan to Noi Bai as a part of the professional logistics services, including the strong association and cooperation domestically and internationally to create supply chain in import-export services. It can also acts like a transshipment and distribution center for various import-export goods, consumer goods and industrial goods for production in Hanoi and the surrounding provinces.
In the long term, Interserco wishes that the special mechanism will be applied for ICD My Dinh for a long time to facilitate trust and long term investment from the business community, contributing to the revenues of the Capital.

Mr. Pham Van Hien – Deputy Director of North Hanoi Customs Department: After 1 year of moving the port for consumer goods to ICD My Dinh, there are 90 companies apply for port transfer procedures, amounting to over 38,6 million U.S. Dollars. The total tax paid to the state budget is nearly 850 billion Vietnam Dong, the main import goods are cars, bikes and spirits. There are many companies wanting to do custom clearance procedures at ICD My Dinh and thus, the scope of application should be extended to all companies. To create favorable conditions for companies, to increase revenues for the Capital as well as fully implementing the special mechanism, the North Hanoi Customs Department proposes the application of Official Letter No. 13094/TCHQ-GSQL dated 29/10/2014 issued by the General Department of Vietnam Customs on goods (other than cars), on cars and bikes which are both managed by Vietnam Register and custom. To facilitate business, the proposal allows companies to inspect goods in factories or private warehouses (recognized as places of inspection to reduce shipping time, transportation cost, cooperating with specialized agencies to inspect; extending the scope of application from ICD My Dinh to other sea ports, land ports ; apply the extended special mechanism to companies.
